National Pharmaceutical Pricing Authority (NPPA)


NPPA is an organization of the Government of India which was established, inter alia, to fix/ revise the prices of controlled bulk drugs and formulations and to enforce prices and availability of the medicines in the country, under the Drugs (Prices Control) Order.
It was formed in 1997.
The NPPA regularly publishes lists of medicines and their maximum ceiling prices, as per the Drugs (Prices Control) Order.
Functions of NPPA
To implement and enforce the provisions of the Drugs (Prices Control) Order in accordance with the powers delegated to it
To monitor the availability of drugs, identify shortages, if any, and to take remedial steps
To  advice/assist the Central Government on drug policy or parliamentary matters relating to the drug pricing
It is also entrusted with the task of recovering amounts overcharged by manufacturers for the controlled drugs from the consumers.
It also monitors the prices of decontrolled drugs in order to keep them at reasonable levels.

What is a coronavirus?

Coronaviruses are a large family of viruses which may cause illness in animals or humans.  In humans, several coronaviruses are known to cause respiratory infections ranging from the common cold to more severe diseases such as Middle East Respiratory Syndrome (MERS) and Severe Acute Respiratory Syndrome (SARS). The most recently discovered coronavirus causes coronavirus disease COVID-19.



What is COVID-19?

COVID-19 is the infectious disease caused by the most recently discovered coronavirus. This new virus and disease were unknown before the outbreak began in Wuhan, China, in December 2019.

What are the symptoms of COVID-19?

The most common symptoms of COVID-19 are fever, tiredness, and dry cough. Some patients may have aches and pains, nasal congestion, runny nose, sore throat or diarrhea. These symptoms are usually mild and begin gradually. Some people become infected but don’t develop any symptoms and don't feel unwell. Most people (about 80%) recover from the disease without needing special treatment. Around 1 out of every 6 people who gets COVID-19 becomes seriously ill and develops difficulty breathing. Older people, and those with underlying medical problems like high blood pressure, heart problems or diabetes, are more likely to develop serious illness. People with fever, cough and difficulty breathing should seek medical attention.
How does COVID-19 spread?

People can catch COVID-19 from others who have the virus. The disease can spread from person to person through small droplets from the nose or mouth which are spread when a person with COVID-19 coughs or exhales. These droplets land on objects and surfaces around the person. Other people then catch COVID-19 by touching these objects or surfaces, then touching their eyes, nose or mouth. People can also catch COVID-19 if they breathe in droplets from a person with COVID-19 who coughs out or exhales droplets. This is why it is important to stay more than 1 meter (3 feet) away from a person who is sick.

WHO is assessing ongoing research on the ways COVID-19 is spread and will continue to share updated findings.   

Can the virus that causes COVID-19 be transmitted through the air?

Studies to date suggest that the virus that causes COVID-19 is mainly transmitted through contact with respiratory droplets rather than through the air.  See previous answer on “How does COVID-19 spread?”

Can CoVID-19 be caught from a person who has no symptoms?

The main way the disease spreads is through respiratory droplets expelled by someone who is coughing. The risk of catching COVID-19 from someone with no symptoms at all is very low. However, many people with COVID-19 experience only mild symptoms. This is particularly true at the early stages of the disease. It is therefore possible to catch COVID-19 from someone who has, for example, just a mild cough and does not feel ill.  WHO is assessing ongoing research on the period of transmission of COVID-19 and will continue to share updated findings.   

Can I catch COVID-19 from the feces of someone with the disease?

The risk of catching COVID-19 from the feces of an infected person appears to be low. While initial investigations suggest the virus may be present in feces in some cases, spread through this route is not a main feature of the outbreak. WHO is assessing ongoing research on the ways COVID-19 is spread and will continue to share new findings. Because this is a risk, however, it is another reason to clean hands regularly, after using the bathroom and before eating.

Madhya Pradesh government’s struggle to join the elite ‘basmati’ league has failed once again as the Madras high court has dismissed the state’s plea seeking geographical indication (GI) tag for basmati rice grown in areas falling under the state.

In May 2010, GI status was given to basmati grown only in Punjab, Haryana, Delhi, Himachal Pradesh, Uttrakhand and parts of western Uttar Pradesh and Jammu & Kashmir.

But, Madhya Pradesh demanded that its 13 districts be recognised as traditional Basmati growing regions.

The registration of a geographical indication is valid for a period of 10 years.

It can be renewed from time to time for further period of 10 years each.

At the International level: Geographical Indications are covered as a component of intellectual property rights (IPRs) under the Paris Convention for the Protection of Industrial Property.

 product in India to be accorded with GI tag was Darjeeling tea in the year 2004-05.

It is a voluntary and contribution based central sector scheme.

The government launched the scheme, entailing monthly minimum assured pension of  ₹3,000 for the entry age group of 18-40 years after attaining the age of 60 years, with effect from July 22, 2019.

Under the scheme, the government makes matching contribution in the subscribers’ account.

The scheme is based on self-declaration as no documents are required except bank account and Aadhaar Card.

Context :

A four party agreement among the Centre, Mizoram Government, Tripura Government and Mizoram Bru Displaced People’s Forum (MBDPF) which seeks to end the 22-year-old Bru refugee crisis may be signed on 16th January 2020

Background :-

Bru or Reang is a community indigenous to Northeast India, living mostly in Tripura, Mizoram and Assam. In Tripura, they are recognised as a Particularly Vulnerable Tribal Group.

In Mizoram, they have been targeted by groups that do not consider them indigenous to the state.

In 1997, following ethnic clashes, nearly 37,000 Brus fled Mamit, Kolasib and Lunglei districts of Mizoram and were accommodated in relief camps in Tripura.

Since then, 5,000 have returned to Mizoram in eight phases of repatriation, while 32,000 still live in six relief camps in North Tripura.

In June 2018, community leaders from the Bru camps signed an agreement with the Centre and the two state governments, providing for repatriation in Mizoram. But most camp residents rejected the terms of the agreement.

The camp residents say that the agreement doesn't guarantee their safety in Mizoram.

In October 2019, the supply of ration to relief camps was stopped on instructions of the Home Ministry in a bid to hastily complete the repatriation of refugees to Mizoram. Civil society outfits had alleged that at least six refugees died due to starvation.

Proposed New Agreement

According to the 2018 agreement, the Bru tribals would have settled in Mizoram, but according to the new agreement, they will now settle in Tripura.

The stakeholders in the issue expect a package of Rs 600 crore from the Centre which includes:

Plots of 2,500 sq ft for each Bru family in addition to agricultural land.

A stipend of Rs 5,000 per month and free ration for each family for the next two years.

Bru tribals would be included in Tripura’s voter list.

PM MantriMatru Vandana Yojana  (PMMVY) is a Maternity Benefit Programme that is implemented in all the districts of the country in accordance with the provision of the National Food Security Act, 2013.

Objectives

Providing partial compensation for the wage loss in terms of cash incentive s so that the woman can take adequate res t before and after delivery of the first living child.

The cash incentive provided would lead to improved health seeking behaviour amongst the Pregnant Women and Lactating Mothers (PW& LM).

Target beneficiaries


All Pregnant Women and Lactating Mothers, excluding PW&LM who are in regular employment with the Central Government or the State Governments or PSUs or those who are in receipt of similar benefits under any law for the time being in force.

All eligible Pregnant Women and Lactating Mothers who have their pregnancy on or after 01.01.2017 for first child in family.

The date and stage of pregnancy for a beneficiary would be counted with respect to her LMP date as mentioned in the MCP card.

Case of Miscarriage/Still Birth :

A beneficiary is eligible to receive benefits under the scheme only once.

In case of miscarriage/still birth, the beneficiary would be eligible to claim the remaining instalment(s) in event of any future pregnancy.

Thus, after receiving the 1st instalment, if the beneficiary has a miscarriage, she would only be eligible for receiving 2nd and 3rd instalment in event of future pregnancy subject to fulfilment of eligibility criterion and conditionalities of the scheme. Similarly, if the beneficiary has a miscarriage or still birth after receiving 1 st and 2nd instalments, she would only be eligible for receiving 3rd instalment in event of future pregnancy subject to fulfilment of eligibility criterion and conditionalities of the scheme.

Case of Infant Mortality: A beneficiary is eligible to receive benefits under the scheme only once. That is, in case of infant mortality, she will not be eligible for claiming benefits under the scheme, if she has already received all the instalments of the maternity benefit under PMMVY earlier.

Pregnant and Lactating AWWs/ AWHs/ ASHA may also avail the benefits under the PMMVY subject to fulfilment of scheme conditionalities.

Benefits under PMMVY



Cash incentive of Rs 5000 in three instalments i.e. first instalment of Rs 1000/ - on early registration of pregnancy at the Anganwadi Centre (AWC) / approved Health facility as may be identified by the respective administering State / UT, second instalment of Rs 2000/ - after six months of pregnancy on receiving at least one ante-natal check-up (ANC) and third instalment of Rs 2000/ - after child birth is registered and the child has received the first cycle of BCG, OPV, DPT and Hepatitis - B, or its equivalent/ substitute.

The eligible beneficiaries would receive the incentive given under the Janani Suraksha Yojana (JSY) for Institutional delivery and the incentive received under JSY would be accounted towards maternity benefits so that on an average a woman gets Rs 6000 / - .
